First you need to make a N/ME
Blood magic 11+1
Illusion 12
Soul reaping 6

You need these skills:
Life Transfer (elite) or Offering of Blood (elite) (thank you JR-)
Life Siphon
Conjure Phantasm
Phantom Pain
Vampiric Gaze
Vampiric Touch
Clumsiness
Illusion Of Weakness

Tactics:
This build works best in the random or team arenas. When the match starts throw Illusion Of Weakness on yourself. That will give you some good backup if health gets low. Then you find a target. Cast Life Transfer, Life Siphon, Conjure Phantasm and Phantom Pain on the target. The targets health will now start to get low. Wait for your energy to recharge and then cast Vampiric Gaze, Vampiric Touch and Clumsiness on the foe. Then he is as good as dead. If your health starts to get low when Illusion of Weakness is over, just cast Life Transfer and/or Life Siphon on a foe to get some health. If you choosed the offering of blood cast that when your energy gets low.

You realise degen/regen caps at 10 pips right? Stacking all of that on one target is a bit of a waste, it would be far more productive to spread it around a bit.

Plus you have no energy management, I would suggest dropping Life Transfer (A pretty bad elite due to it's recharge/cost/effect) for Offering of Blood, to help you spam the standard degen skills more. This would put more pressure on your opponent, particularly against teams with monks. And although you wouldn't get your first kills quite as fast, you will be well on your way to having a few people low enough to drop.

if you can i would sugest droping maybe illusion of weakness for res sig because You are not a one man army no one is and there is always a need for res sig over other skills.
