1) Do you have a directx 9 capable graphics card?
2) Have you tried running dxdiag and see if the dx9 installation is OK?
In the start menu, select 'run' and then type dxdiag in the box that opens. At the bottom there, it should say "directx version: directx 9.0c".
If it doesn't, you probably need to download the latest directx9 from microsoft; if it does, you can use the diagnostic tools to search for any problems with your directx installation.

Take a lookse at the game update for 23rd march on guildwars.com, Factions will be rendered in DX9, guildwars is still in DX8, and will always run in DX8, I thought I wasn't going crazy.
EDIT - well I have been officially under a rock, it does render in DX9, ignore my incesent ramblings, i'm old, thats my excuse and i'm sticking with it
