Expert salvage the Enchantments thing and sell that for 4k so... it must be more then 2k i guess...

halves casting time alone is worthless, unless you have halves recharge time with it. Hp mdo way off from max. Also it's a water staff making it very undesirable. You can try salvaging the 18% enchant mod and try selling it for 2~4k. If someone bought the staff it would be for the enchant mod, but since their is a good chance taht when they salavage the staff they wont get it the price of the staff drops. There for i said 1~2k. Honestly i'd just merchant it myself.

I've seen worse staffs going for 5k, I bet you could sell this in LA no problem.
