3 Attrib's is a problem. Tough One.
I'd say 10k-25k as is, more if you put perfect mods on it. IMO

the actual numbers on it are really good..19/20 is VERY expensive if its all in the same attribute, personally i wouldnt waste much time selling this, it would be really hard to find a buyer who needs all 3 of those....so im gonna say either merchant it or sell it for 5-10k at LA/ascalon/droks
