...what I DO want to know is why Greater Conflagration is an Elite skill, while Winter is not. They do essentially the same thing. Rangers have armor that defends against cold and fire both. So why the distinction?

There's gonna be a factions skills that only converts arrows to Fire and won't take up an elite slot.

It's in spirit form rather than prep form. Can't really call that dumbed down; it's just useful in a different situation.

Like in GvG, Ranger launches Conflagration spirit, Mo/Me puts up stance Mantra of Flame, Arrow damage is reduced 45%, Mo/Me survives ranger spike.

The only differences between Conflagaration and Kindle Arrows off the of my head would be:
a) the enemy can forcibly remove Conflagaration.
b) you can use both Barrage and Conflagaration.
c) Conflagaration lasts longer (of course depends on your attributes, but I don't know why you'd use it and not have it last a fairly decent amount of time)

Kindle Arrows adds fire damage on top of the physical damage from your arrows.

Or rather, it should according to the skill description. In reality, however, it adds extra fire damage on top of also converting your arrow's physical damage to fire damage.

For yourself sure, but if you want to help out the rest of the team, you need the slots.
I have gone back through fire islands before and the warriors didn't have an elemental weapon to take advantage of winter. So you bring g.conf + winter and now everyone is benefitting. Sure you have less slots, but that's rarely a problem for a ranger.

I use Greater Conflagration, and Winter on the last mission to take down Titan super Fast.
I Put down Greater Conflagration first (so all damage is Fire Damage) then I lay down winter afterwards, (so all Elemental Damage is Cold Dmg). This way all damge the party does is cold damage, and the titan's go down quick.
It works and Works Great.
