Why are original US pre-order items not max?

I have noticed that the new pre-order items (factions) and the Asian pre-order items are all max dmg items... why?

Didn't you hear? The game isn't about the items. It's about skill.
I always thought it was funny that they included items as any promotion, especially when the above line has been somewhat of an ANet mantra since around E3E.
That said, the pre-order items for the original are all trash. Well, at least my Ithas Bow was/is trash. Talk about dreams of grandeur being dashed!

Lol, well they do anyway for PvP, but if in PvE there was no moderately-leet-stuff-that-gives-no-particular-advantage to save for then wed gte bored reeeaaal quick

Had the original preorder items been max, then at game release someone would have had an advantage over someone else. When the Korean, japanese, etc items were added in, everyone had access to everything via pre-existing characters having the items and selling/giving them away to newbies. Therefore the new items being max was nolonger unbalancing to the game.

ANET is trying to cater to the new territories to get them to adopt GW more readily. Those of us unfortunate enough to preorder in NA just got jipped as a result -_-

Europe would count as experimental except they got the Chimeric Prism which is, for all intents and purposes, a +energy shield.

Most people love the preorder items for the skin over weapon damage/mods... since MAX damage you can easily obtain it from the collectors... pretty much free.
