is it possible to get fireball in pre-searing?

ive heard u can , but i aint sure

I don't think so, I was only able to get Fireball in Yak's Bend.

After Searing, you can find Phoenix in The Grendich Courthouse. It's somewhere between Pikan Square and the Nolani Academy... Here's a link to help you look for the outpost.
