You can get frozen shells from worms in the shiverpeak mountains. Easiest to get from the boss Maw the Mountainheart in dreadnought's drift starting from camp rankor(well perhaps not the easiest, but that was i doing until the chest nerf).
A riposte, deadly riposte stance warrior can farm worms easily. Well, i can farm some for you tomorrow if you want. Price is 1.5k each.

Isnt it probably safer to just buy Kephet's Refuge or whatever it's called?

Are you sure that the Lornar pass collector gives prot staff? I just saw in a walkthrough that it should give a smiter staff.

Frost Wurms are found along the way in Lornar's Pass and in the southeast corner of Mineral Springs. Maw the Mountain Heart is also a good source, always being found in Dreadnaught's Drift, or randomly appearing in other maps. I've been trying to get Frozen Shells myself, only managed to get 3 before I got bored to death of running around Lornar's killing Wurms.

@QoH: It has a requirement of 9 Smiting, but that only affects the damage it does.

Just dig up one of the solo snake dance warrior builds from this forum, run up to dreadnaught drift, kill Maw a couple times.

My mistake, the source i was using must be out of date, because it said 20/20 for smiting spells not prot spells. Now on guildwiki i found that there are 2 prot staves, one with smite req, one with divine favor.

Well you can get them from forst wurms they show up in Lornar's pass or Mineral Springs also the frost Wurm Boss Maw the Mountain hearted Drops shells too and he shows up in many places.

IMO its probabaly the Easiest to kill frost Wurms with a tactics Warrior/monk Build.

I think i used something like this to kill forst Wurms
14 (12+1+1) Tactics
13 (12+1)Strength
4 (3+1) Sword

Warriors Endurance(E)
Dolyak Signet
Balanced Stance
Healing Signet
Riposte
Deadly Riposte
Holy Veil
Sprint

Alternate Skills
Charge{e}
Gladiator's Defense{e}
flourish{e}
Gash
Endure Pain
Distracting Blow
Savage Slash

The First thing you have to be wondering is why so little points in swords manship?

Basically the armor on frost wurms are so thick that your weapons do so little damage even if you combo all your +damage skills with its armor ignoring damage the frost wurm will out damage you by a landside. The Armor Ignoring damage plus the defense provided by riposte and deadly riposte help you stay alive and do decent damage to the wurm.

There are 3 wurms in the entrance to the cave in Lornar where your spot avicra. One wurm is to the north east of the cave entrance, one is north west, and the third is a little bit in the cave and usuaully cant be fought without agroing Avicara or Ice Imps.

The north east and north west Wurms can easily be agroed and pulled to the side to the avoid the Imp Patrols.

What I usually do is run south in Lornar pass avoid/lose the ice imps by the entrance run south to the cave. Once you get to a certain bend in the mountain anytime you use a skill a frost wurm will pop up. Pay attention to the ice imp patrol once its out of the area run into the agro zone for the wurm, use healing signet or holy veil to get the wurms attention, once the wurm shows up use balanced stance and pull it to the the side outside of the patrol and agro zone for the ice imps. When your safe use Dolyak Signet and start fighting most of your damage should come from the riposte skills. I use Warriors endurance to help with energy issues (Charge or Gladitors defense could work too if energy isnt an issue for you) , Bonettis defense doesnt really help since i need to reapply Holy veil and use Healing Signet too often for it to generate much energy.

You should be able to keep Dolyaks signet up most of the time. Keep using Holy Veil to remove the frost Wurms suffering hex otherwise FoC will do tons of damage and heal the wurm at the same time. If you managed to stay on your feet, remove hexes with holy veil, heal yourself with healing signet, Avoid the ice imp patrol, and spam your Riposte skills the Wurm should be no trouble.

Repeat killing these 2 wurms till you get the shells you need. There are more wurms further down lornar's pass but its too much trouble to travel all the way down there just for 2 shells.

Not really the damage done by the wurm in dolyak signet is minimal and youll need to use a more ineffeicent hex removal than holy veil with a W/Me. Inspired Hex's recharge is too long (unless you have god like reflexes), Shatter Hex is going to be an energy sink, Hex Breaker makes bringing Physical resistance pointless or become an giant waste of energy.

My monk is having 20/20 prot staff with +60hp in her hand. Wasnt very easy to get but we farmed whole lonar's pass with 2 or 3 men. (easyer and faster than 1men). First build was warrior (tank and damage) and monk (soj, heal and bonds). It was pretty fast to farm whole lonars pass. Got some nice golden swords and so on. After it we went with tank, boon prot and ss necro. It was fast and painless FARMING .
