But not shouts

So I’m proposing a few skills that should be added to the game to balance this unfortunate oversight by Anet, along with a new condition to balance everything out. I mean, that’s what we’re all here for isn’t it? Balance?
Ringing Ears Warrior (hammer attack) {E}
5 en ½ sec cast 15 sec recharge
strike target foe for 3-15 additional damage. If Ringing Ears strikes a knocked down foe, shouts on target foe end and he suffers from deafness for 5-9 seconds and cannot be the be the target of shout skills.
Silence!: Warrior (shout) no attribute
10 Adrenaline
All shout effects on foes in the area end
Deafening Call: Mesmer (spell) Domination
15 en 2 sec cast 20 sec recharge
All shout effects on target foe end. If a shout effect is removed, target foe suffers from deafness for 5-9 seconds and cannot be the target of shout skills.
Mute: Mesmer (hex) {E}Domination
5 en 1 sec cast 15 recharge
For 3-15 seconds any shouted call near target foe fails. If target foe is under the effect of a shout, that effect ends and alll skills are disabled for 5-15 seconds and mute ends. This is an Elite spell.
Stone Air: Elementalist (ward) Earth
10 en 1 sec cast 20 sec recharge
For 10 seconds all foes that enter Stone Air have -33% movement and suffer from deafness. This spell causes exhaustion.
