I would like to purchase someone's unused account. The barer the better. I simply want another account so please keep your price reasonable.

this is illigal, agaisnt the EULA, and against GWG rules.

Illegal? Why would the authorities care? Why is it against the EULA? What is wrong with purchasing another account that's not being used? Why would GWG have a rule against buying an account? I am completely mystified.
