What is the value of a weapon with negative HP? Why would you want such a thing?

it WAS a spell. Then it was changed to a skill. Also, life stealing spells now don't get effected by damage reduction spells. 8 blood magic will take a 55 monk down to 2 health and if anyone else is on the monk, kersplat. Or, if you wanna be sure, 9 blood and vampric touch is the kiss of death for a 55 monk.
