Hey, I have been working on a scam busters site so people don't have to spam in chat who they were scammed by and possibly get reported. So now people can go to this site and post on the forums what happened and even post pics of what happened. Hopefully if guilds start seeing their tag associated with a scammer they will take action and help stop some of the scamming going on. This way people know who isn't trustworthy. If any of the posts aren't true and it is brought to the staff they will remove the post to keep the integrity of the site. I hope this catches on I think it's a good idea.

I believe this will not be the first to be locked, because of promoting this kind of thing. GW Guru has a policy against naming names. I don't think this site will help you promote it.

So why don't we let people "announce" scammers, why don't we keep running lists? Because we have no way of proving if that's what truly happened. If it's truly as outrageous and serious as you mention, then let Arenanet take care of their own game and their own people within that game.

I hope you can all understand the position we have to take on this. Screenshots and Videos are not evidence. The proof is only available on the side of the arenanet servers. As I said above, I've seen some good honest people set up, I've seen some great photoshop work in my time, and I've seen people deliberately edit out snipets of conversation before. I am only responsible for what happens on these forums. I am not responsible for what happens in game or the situations that people put themselves in."
This is a post from a previous thread I have made, I hope you will understand that their really is no way to have a complete verficiation of scams. The mention of the scam and what was involved can benefit the community, but blacklisting people just does not work as there is no way to completely know as a 3rd party.
