I don't think so but I could be wrong. I think the way it works is you get 25% faster movement. Then you get another 25% of that added again. so let's say your movement is 100, mostly because it's easier to do percents with 100. So now your movement is 125. Now you activate the other skill. You now have 156.25 movement instead of just 150 movement. Again I could be very wrong. I haven't closely examined the math on this nor do I know of a way to actually test this it just makes sense that the skills would stack on each other since they don't specifically reference the base movement.
The maximum for stacking skills is 33%; Charge + any increased movement speed stance will give you 33%. Try a Charge + Sprint Warrior compared to a Dodge Ranger. However, individual skills can go past that limit; look at the Killroy Stonekin shout, the Chimera of Intensity from the Vizier, or the Assassin's Dash. Whenever those skills are up, though, you can't buff them any further.
