Wtf?

Ive just found a

Rare Truncheon ( no preffix or suffix ) only Truncheon written in yellow colour, with 10-19 dark dmg , needs lvl 8 blood magic , halves casting time of spells ( chance 10% ) . ... I fough a rare thing has to have either prefix or suffix , this has non , does it have any value? Or is it bugged?

It's normal, as truncheons, rods cestas and wands are not moddable they dont have any prefix-suffix. Value: 1-2k being far from max dmg.
