Divine Favour, +3.2 per attribute level, and no.

Divine Favour only affects monk spells. Signet of Devotion is a signet.

it's a Signet.

What's so great about this skill is that if the wand+foci combo still works (20% chance of fastcast, 40% chance of fast recharge)...it'd reduce the recharge time to about 2.5 seconds...

great healing skill, if your DF is up to around 13 or 14...

Yes, Mantra of Inscriptions + Signet of Devotion is a good combo.

This skill is usually used by Boon-Prots as this is a no Energy heal. Also, it recharges quite quickly so it's pretty good.

Overall, good if you have a high Divine Favor but ok if not.
