Well all i have seen is Damage +15% is this kinda rare? just looted it... to bad its not 15%^50hp

Max for a 'While Hexed' is +20% 
+15% is for enchanted/stance/above 50/ etc.
So, your weapon, is not rare.

as chris_nin00 already said: "while hexed" goes up to 20% and so does "while health is below 50%".
