PC on spiked axe 17v50

Yesterday I found a golden spiked axe

max dmg (but don't remember the axe mastery attribute)
but it has +17% dmg (while health is below 50)

So what could I expect for this axe (without adding extra mods)?

I'd merchant or salvage. 20% is max, and not very popular.
