Question about selling on Auctions
Asplode
I searched this forum, and checked out the help section at the auction page and couldn't find an answer for this, so here goes...
I had a winning bid on an auction on March 27th and have yet to see this guy log in under the account provided, or have him respond to my correspondences. How long am I obligated to wait before I'm allowed to relist my item without violating GWG Auction rules?

I had that just happen to me. I wrote him/her 3 times and told him/her each time that I would hold the item until a certain time and and date, and also that his/her IGN was not complete making it impossible for me to contact him/her. After hearing nothing, and and waiting an hour or so after the deadline, I relisted the item. I feel that I was more then fair.

i give them about a week, pm them whenever they get on. if they dont respond after a week/say they dont want it, or just never go oline, i relist the item. if the person shows up after that, i just close my auction right away AFTER they pay

The one week is a pretty good idea. After all, there are some players that don't play every day. If you find that an in-game name or e-mail does not work, please let me know so I can look into it.

Another question is. How long a buyer should wait on a seller to contact you? Does a week sound fair?
Dralspire
Definitely. In my own auctions, I use these rules:

If I hear from the winner within 7 days, but the transaction is not completed within 14 days after the auction has ended, I will no longer be bound to complete the transaction and consider leaving negative feedback.

the problem with bad feedback.....i left bad once, and then he gave negative right back to me. in an attemp to keep mine as good as possible, i havnt been giving bad feedback although i have about 8 on my list who deserve it

That is bad news. The problem with this approach is that:
If 10 users leave 1 negative feedback for a "bad apple", we know there is a trend for that user.
If you get a single negative feedback in return, it does not establish a trend.
If, on the other hand, you don't feedback at all, you share the responsibility for the number of users that survive in the system despite failing to honor their obligations.
In addition, I am certainly prepared to review negative feedback if it is clearly documented that one party is to blame.

I had about 2-3 auctions around the same time, some items that I was selling, one that I won. In one case, we finally meet to trade and they say this isn't the item I bid on...I have them go back and check and sure enough, it is. Now they don't want it. I decided just to not leave them feedback, but about 3 weeks later, they leave me positive feedback, pretending that we completed the trade. I don't know if they forgot or if they were hoping for me to leave positive feedback, but in this case, was it wrong for me to leave nothing?
In the other case, I get an item quite cheap. Illyana's Staff. Which really isn't worth anything at all, he really should have took the money that I bid on it at that time, because within days it was worth almost nothing. He wanted more for it, I'm like ok but next time use the reserve feature if you're going to be like that. Same thing happened, I leave no feedback not wanting to be a jerk for what I felt was an honest mistake. Weeks later, they leave me positive feedback. Again, should I have gone back and left something?
I really didn't think it was necessary to give these users negative feedback. I felt they both made honest mistakes, and they both had quite low numbers already from a lack of trades. I really didn't think it was necessary to make it any worse, but like they did me, I didn't think they deserved a false positive feedback.

That is what the neutral feedback is for, those times when the negitive would a too harsh. I have left a few neutral feedbacks when I thought that the bidder was new and/or made an honest mistake.

what purpose does the neutral serve, exactly?

No idea, which is part of why I didn't use it. I don't want to leave a comment, nor do I want to give them a negative or positive feedback. So I figured, doing nothing will be just the same, but without a comment.
