They could be saving them for the next holiday event. You can use them to trade for holiday items when they come around again. Probably others reasons too though.

I don't buy them personally, I go Char hunting to get hides and carvings to create wood and tanned leather squares for my Druids Armour. Saying that though, you get more wood even cheaper if you salvage a few decent bows and staffs from the Maguma onwards.
The thing is if you buy 10 wood from a material seller it costs 190g IIRC which equates to 19g per wood so it's easy to see why people are paying 10g for Char carving.

here is your answer:
as mentioned by a few others, they are stocking up in anticipation of an easter event.
during the halloween and xmas events there were collectors in town that would give you cool little holiday items for various mundane crap.
I'm pretty sure lvl 20's aren't buying up carvings to make 10 cents off parchment, but we can run through the math for the hell of it......
if you average 3 wood/carving w/expert kits, as mentioned above, at 16 gold/salvage + 10 gold /carving, you end up at around 8-9 gold per wood, which is the high end of just buying wood in chat.
not to mention the fact that lvl 20's have pretty much moved on from the petty profits of the parchment plan.
edit: has there been any official mention of an easter event, or is this just speculation?
I collect items like Charr carvings for the aforementioned reason of holidays, but also for unexpected surges in the economy for certain items for reasons sometimes unbeknownst to me until I offload my inventory of said item. I always keep large quantities of carvings, stone summit badges, and decayed orr emblems on-hand and for when Christmas rolled around it paid off as I managed to score a number of candy canes, which are pretty useful in say the tombs or underworld/fow when you're ambushed or have an idiotic member running haphazardly into a fray of 10+ enemies.
Personally, I'm saving up for the next holiday event. Same reason I'm saving Stone summit badges.
There will be none. Gaile said it somewhere... I'm too lazy to find it, but she said no easter event because of the impending release of Factions.
Also its an INCREDIBLY religious based holiday, and I doubt that a worldwide and diverse game would ever go near it.
