Negative. I had hoped the same, but the condition only requires that they have a hex, it doesn't give damage per hex. Otherwise FoC would = godly-deadly.

FoC spiking was a flash in the pan as a FotM build in HoH. There's a video floating around somewhere with it. I think Paul Ott did the video. Can't rightly recall. The basic premise was to run in, hex and follow up with FoC. Made some amusing near insta-deaths for some folks.

My guild likes to use it if there are extra people on and we want to go down to UW. Apart from the 55 and SS, we usually take a support monk/batter and a FoC necro, an ele or ranger.
It makes the kill very quick, especially with suffering on and helps the SS conserve a bit of energy.
I have also heard of (but not yet seen) a tombs build with a lot of FoC necros that is supposed to be very effective.

FoC spike is quite fun to play - when the other team is bunched up it's like spiking eight people at once. I find it's more of a novelty though, as regular blood spike (Shadow Strike, Vamp Gaze and/or Barbed Signet) tends to fair better in HA.
