Help: Avatar Help

Well, today I was makign a Avatar for forums and i finished and the file was way to big. so i shrunk the size wiht paint, wasnt a good idea. Can anyone tell me how to shrink my avatar and still make it look as clear as possible? this is how the Paint one turned out-------\/
