It's a quest item from the Kilroy quests (I think) in SF.

It's for the Galen Trask quest.

*Spoilers I guess*
While doing Galen Trask, you get other quest as well. One of them is "A cold One". One of the Dwarfs wants you to fetch some Ice, and hands you a "Warm One", a pint of Dwarven Ale that's, well, warm. You have to find some Ice Golems that will follow you and lead them under a Chrusher. They'll die and drop Ice. Add enough "Ice" to the "Warm One" to change it to a "Cold One" and return the pint to the dwarf. It's a 2000xp reward IIRC.

Yeah, Galen is by far the easiest of the SF quests as are the mini-quests that are included. I wouldn't buy the ice when the quest is so flipping easy.
