PC on near perfect death shadow staff

Hi i need pc on this death staff plz :

Hale shadow Staff of defense
Ereny +10
cold dmg 11-22 (require 9 death magic)
Halves casting time of spells (chance 9%)
Halves skill recharge of spels ( chance 10%)
health +26
armor +5

(PC if i add head +5mana and wrapping 20%echanting)
