Max always shields? +30 or more

Just a quick question that I cant get resolved by the search button:

The maximum increase in "always" HP is 30?
Some posts on other sites refer to a 60+ as a new high.
Are PVP & PVE the same in this respect?

Any comment on this would be appreciated.

+30 always
+60 while hexed
+45 in stance
+45 while enchanted
