Kinda vague 
you need to tell us what you want your monk to do... If its just for standard healing i would say Monk/Necro... But when i go pure healing in PVE i dont take any skills from my secondary profession... so Monk anything works pretty well - for ease of killing the doppelganger i would say go Monk/Mesmer though there are probably extremely easy ways of killing him using only monk primary skills.... anyway - tell us what you want him for and we'll help more.

defently mesmer, i've been ele but there is no better thing then mesmer, you can use all sorts of energy management skills, so i guess you are better of with mesmer, PvP and PvE wise
