Right, the two together don't really stack against normal attack speed. However, you'll notice that if you have two attack speed debuffs on you and try to use Frenzy, the effects of the second debuff counteract it. You'll still attack about as slowly, because you haven't gotten out of the attack speed 'hole' that faintheartedness+shadow of fear put you in.

I hope that explanation was at least a little bit coherent.

Reminds me, it would be nice if it went above 66%, to like 90 or so- the cap for many other effects. Like Soul Bind, Faint, and SoFear won't really be able to give good results together.
