Summary:
Cast Blackout on a target. When Blackout for you ends ( but while is still active for your target, that is for 2 seconds) cast Diversion on your target. By the time Diversion is over (6 secs), your Blackout is ready. Start all over again.
Your target has two possibilities : have his/her skills diverted or do nothing.
You can continue casting your other skills while Diversion is active (you have 6 seconds).

Notes&concerns:
You need to be near your target, so don’t rush towards him/her right away or you’ll be an easy target yourself.
Energy is not really a problem with this combo. It consumes 20 every 13-14 seconds, meanwhile you regenerate about the same amount

If Blackout and Diversion is all you need, use Arcane Thievery and Arcane Larceny (when Factions arrives) to partially shutdown another target, with Signet of Humilty as well. Mind Wrack may also be good as a cover hex, and you might as well bring Drain Enchant for energy management. I like the idea, and it's a very slow sort of build as well as most of it relys on waiting. Other skills which may supplement it may be Backfire and such.

Why not run a Glyph Dom Mesmer if this is pretty much the idea you are going for?

With this, you can have all your skills recharged and also have a good set of shutdown skills and still use Diversion and Blackout as the core which is what you wanted.

Typical Glyph Mesmer (with the skills you wanted added)

Cry of Frustration
Power Drain
Shatter Enchantment/Drain Enchantment (depending how good you can use your Power Drain)

This gives you great shut down ability. It does take some practice but when you get good you have great interupt and energy management wont be an issue with Power Drain. You can Glyph, Drain one spellcaster, gain back a ton of E, and then do it again on another spell caster. This build is something similar to one I have been playing around with but I don't run Blackout because its very hard to get close enough to the spellcasters. Still its a very good skill and if you want to use it and it suits your playstyle then go for it.

Valkyries, i think that interrupt is somewhat contradictory with the Blackout/Diversion combo, my aim is mainly divert, so why interrupt ? Except if you think that i can switch targets on the 6 sec Diversion interval, find a target that's casting, interrupt, then go back to my original target... a bit too hard, don't you think ?
On the other hand, energy is not a problem : this combo consumes 10-11 energy every minute.

But maybe i missed something with your Glyph Mesmer option ?

Glyph... is a strange choice with Diversion/Blackout. I'd take Echo over Glyph. It is more functional, only drawback being the 20s recharge. But Glyph doesn't fit well with skills like these. Glyph should be used mostly if you want to recharge high recharge skills. Definitely not worthwhile with low recharge skills. Echo is better for low recharge skills, cause you get more bang for your buck really... You can use one Echo to chain Blackout and Diversion. You can't use one Glyph to do that and you can't chain with Glyph.

And Arcane Thevery/Echo Arcane Thevery/Arcane Larceny tend to steal the same skills... so for the most part it is a waste of a slot to double that spell. At least the way it works right now.

You should consider Wastrels Worry. If you cast that then quickly follow with Blackout they literally can't avoid it. Then when your skills recharge cast it again and use Diversion. You could occasionally give them some room then Power Drain there first spell (unless they're prot obviously).

Also a very anxious 'Inspired Hex' monk might try and remove it and miss it, wasting a little energy. Shatter Enchantment is helpful if they have Veil on them.
