They have to do parts of it, even for c1 only users. C2 users can go to C1 so any pets, armor, weapons, skills animation, crafting items, or any inventory objects that could go over to C1, you have to have the data files for in C1, even if you don't own C2 because you can interact with them.
Now Maps, terrian, music, mission, etc don't have to be. If I were to guess, I think you would need to have 1/3 of the data files of.
Now if there still pushing the PvP/PvE content it may be some waste but anyone how has a preview key can play faction for at least 1 day too.
