How can i report a scammer ?

Hello, one of my friend was scammed with a runner from beacons to snake danse

how can he report him ?

It has all the screens, during the transaction, the same scamm and after or the runners has to acknowledge and to give its reasons.
It it is same to make fun of him afterwards.
