Getting on Game Surge IRC

Here is my issue. My campus internet apparently has some sort of an IRC block. I cannot connect to any servers. I am not very familiar with any ways to get around this other then changing ports. I have tried and changed the port to 21 since that seemed to be the best bet. However, I have had no luck so far. Anyone have any ideas?

EDIT: I am using MIrc client if that makes any difference.

If it's a college campus, you will most likely have to ask the admin, to allow you to log mIRC. That's the easiest way. Buy the guy a box of chocolates or something,

Your campus probabaly blocked IRC for a number of reasons, Security, piracy, etc, etc.

Maybe you can try less obvious ports. Since I don't use IRC much I can't help much.
