I'm really doubting whether I should actually use Gale, seeing as I have so little energy to work with in the first place. I've tried subbing in Bull Strike which works pretty well unless Rush is down, which happens pretty often. I'm also wondering if I should just keep Hammer at 12 and pump Strength for more chances at armour penetration.
Any suggestions?

Drop sundering, personally the worst mod ever. Bring a perfect vamp or something.
Most of the time Bull's Strike is more effective at knocking them down, and most hammer builds (if not all) are energy heavy, bring a zealous mod which is great for energy upkeep.
Edit: Drop the air points and maybe sub something in for healing signet unless you know you will most likely have monks, but it does help. Good luck!

As for dropping your Hammer points for Strength: NEVER. Strength's attribute bonus adds armor penetration to your skills, and the effect more or less sucks. It sounds a little circular, but here it is: strength only applies when you use a skill, and when you use a skill it only applies to the normal weapon damage. Stupid, huh? This is because the +xx damage on an attack skill is pure damage, unaffected by armor, so armor penetration only applies to the usual attack damage that the skill adds damage on top of.
