I think he's looking for the ambassador to set your guild's allegiences. If I'm not mistaken, they were only availible during the beta weekend, and you won't have access to them until factions comes out

any1 else know where he is? My bad. The [Faction Transfer] and [Alliance Battles] NPCs are at GH, and they say to talk to the Ambassador. Since we cannot officially ally with either faction till, um, Factions, I believe they will be in their respective strongholds in Cantha, and not Tyria yet.
