But I'm sure there is a "Do not distub" command that blocks people's message.
Add: I just found it it's a setting in the friend menu
The problem is that some people turn this option on and send foul languages to others while they can't even talk back.
I suggest that whenever this option is on, it should also stop this player from sending out any message.

You don't know how many times I've been set as offline/DnD and I go off recruiting for my guild, and wonder why the heck no one is talking back to me. Then some guy says "you're offline." I become the laughing stock of the district I'm in for about a minute and I die a little inside...

Nothing worse than one of my friends comes on and starts talking to me but I can't respond. Then they think I'm ignoring them for not answering when every time I post I get "Failed to send whisper to player xxxx because his or her status is set to do not disturb."
