Focus Swapping

Just wondering if any1 has encountered this problem b4 and if there is a way to fix it. I have a pve necro lvl20 ascended all that rubbish but for some reason he can only carry 1 weapon making focus swapping impossible. The upside is all my pvp characters get 4 weapon set bubbles now although i can only equip them with 2 weapons so this doesnt help.

1. Open your Inventory, usually by pressing "I."

2. Underneath the picture of your character, click "Weapon Sets."

3. Check all that you need.
