Level 20 is the highest you can get. If you have played any time recently you will have all of the patches.

I suspect that he is creating PvP characters when he means to create PvE characters. When you make a new character select Roleplaying

No, I think he somewhere got the idea this game is like WoW and you have to download patches like every tuesday or something wich takes 3 more days, and this patch will "solve" the level 20 cap.

FYI: THERE IS NO PATCH, just start up GW, you'll get updated when you need to. Also, there will not be a level cap raise. EVER.

Still dont get what the problem with being "only" lvl 20 is?

There is no patch, you will only ever reach lvl 20, at which point you will work towards skill points...
