A friend and I were thinking about this a while back and I finally decided to post it.
Class: Pirate
Attributes:
Money Management (Primary) - Reduces the monetary cost of Goldlust moves (1.3 % for each rank)
Hook Mastery - Increases damage output of Hook-type weaponry and also increases the effectiveness of Hook Mastery skills
Pyrotechnics - Increases the effectiveness of Pyrotechnics skills and also decreases preparation time of Pyrotechnics traps.
Goldlust - Increases the effectiveness of Gold lust skills and hexes
Money Management skills:
Signet of Misery - For the next 10...30 seconds, Gold lust skills cost 3...10% less gold.
Hook Mastery skills:
Barbed Hook Thrust - If it hits, Barbed Hook Thrust inflicts +1...17 damage and target suffers from bleeding for 5...13 seconds.
Chained Hook Shot - If it hits, Chained Hook Shot inflicts +1...8 damage and teleports you to target's location.
Pyrotechnics skills:
Grenade - Toss a grenade at target foe that inflicts 15...90 fire damage to target and 2...13 fire damage to all adjacent foes.
Dirty Bomb - Set a Dirty Bomb trap. Adjacent foes take 10...50 fire damage and suffer from Disease and Poison for 5...17 seconds. This trap lasts 30...90 seconds.
Goldlust skills:
Coin Throw - Lose 5...60gp, if this attack hits, it strikes for 7...50 damage. This attack has half the normal range.
Desperate Coin Toss - Lose 10...100gp, if successful, target foe and all adjacent foes suffer from Bleeding, Deep Wound for 3...17 seconds and Blindness for 1...12 second(s), all party members lose one condition, and Desperate Wager is instantly recharged. If it fails, you lose an additional 10gp for each enemy and ally in the area. (50% chance of failure[always])
Non-attribute skills:
Penny Pinching - For the next 15 seconds, the next Goldlust skill you use cost 75% less gold.
Great Escape - Teleport to target ally’s location.
Armors:
Hat, Coat, Cufflinks, Leggings, Boots
First Mate's Armor - 70AL + 7 more energy than normal.
Bombardier’s Armor - 70AL + 30AL v. Fire Damage – Cufflinks reduce Pyrotechnics trap preparation by 30% (no AL v. fire damage bonus)
Captain’s Boots - Reduces the cost of Goldlust skills by 5%
Weapons/Foci:
Hooks - 15-26 piercing damage
Rings - Reduces the cost of Goldlust skills by 3-12%
The numbers are of course a bit off but I think this expresses the general idea.
Tell me what you think.

I take it that the "goldlust" skills require gold? Then no thanks. So far none of the skills require components and I hope it stays that way.

nope dont want to pay my precious gold to go fighting... you got a good core idea, just this costing gold to go fight makes no sence, then haves can play this character and have nots cant.
Get rid of the gold cost and maybe you got a decent idea. maybe a percent to have more gold drop from monsters....

Replace the gold with Rapier Mastery.

Interesting. I think that using gold as a weapon might be too much, but its still an interesting class. It seems that the hook skills you suggested are just variations on warrior and assassin skills. I do like the pyrotechnics skills though. Like rollntinder said, maybe money management could increase the ammount of gold dropped, like the thf from FFXI. Then you could replace goldlust with rapier mastery like nevin suggested.

PvP characters can't earn gold IIRC...

Hmm, methinks it needs some pet skills, for the parrot it surely must possess.

Using gold/gil/coins for attacks has been around in othr game for while. But it will not fit with GW's playing philosophy (being too item/gold depended)
I don't see Pirate in GW. However, it is still a fun and challenging class to concept. (I did one before too) Keep up the niffty ideas rolling.

Wouldn't fit the setting of Guild Wars

pirates are awsome i dont think they would quite fit into the gw world but if the character was available i would def play as 1

I don't even have to buy arrows, skills that cost gold are going to do 2 things, justify unbalanced damage, and only be effective among players who have gold to burn. I've played games where ammunition costs played a part in the balance of damage, and they mostly sucked, I hope this isn't considered.
As for pirates, I don't like the class, I think something of that nature would be a good class, but Pirate rates up there with Thief and Bandit for titles, it doesn't actually describe a combat type, but rather gurella warfare on the seas, and unless we are going to get sea faring combat, it is also a fish on dry land.
