NO. As close to a "never" as you will ever have from Anet.

The whole game is based on "more skill, less grind". Higher levels = more grind. Jeff Strain (founder) has says repeatedly they will not raise levels. Ever.

So if you're waiting for that, you're playing the wrong game.

they stated that all chapters would be mix and match and buy only the ones you want.

Level 20 cap has to be one of the most brilliant gaming concepts I've seen to date.
