Canthan 15 attr pt Quests for merged accts?

Sorry if this has already been asked and answered, but I've looked and could not find it addressed.
Any thoughts on whether Cantha will have similar attribute point quests to those in Tyria to bring you from 170 to 200 attribute points ?
If so, I assume ANet has a way to prevent merged account characters from getting 230 attribute points, as this would provide them an unallowable advantage, but how?
They can't restrict the content because merged accounts are supposed to have access to all the new content.
My thoughts are that, if these quests do exist in Cantha, they would be available, but the attribute points would be capped at 200, so you just wouldn't receive that part of the reward.
Or, is it possible that there is a different mechanism for gaining 200 attribute points in Factions ?

Yeah, there was a thread on this awhile ago, I think most believe that the quests will yield different rewards for characters who already have their 30.

Well, I can confirm that there is indeed at least one. After doing the first mission in Cantha, you end up in a town called ___ ____ Gardens. There's an NPC there with a 15 att. quest. You basically follow him backwards through the previous mission (and he goes all Killroy style), to the effect of 15 att. points.
Now, I did this as a level 10 E/Rt who was "born" in Cantha. So I don't know if I'm blocked from doing the Prophecies ones, or if Prophecies char's can do that one. Also, don't now if there's a second. But there is certainly one, and you can access it surprisingly early.

Its probably gonna be only available for Cantha "born" characters.

Lvl 20 chars from prophecies do not have access to the town where first 15 att point quest is, tried.
As well it seems no quests are available to those chars on the Island, that I've found anyway.

I've already made it about 66% through the Factions campaign and I still didn't know that! (I'm so blind...)

Both 15 att point quests are on Shing Jae island, they are done in the mission areas but not by entering the mission (one starts in Ran Musu Gardens the other in Seitung Harbor), available after the mission is completed. As far as I know, although Tyrian characters CAN travel to the Island, they are unable to complete those first 2 missions (and therefore do not have access to the following attribute point quests) it is also why tyrian characters will never have protector of cantha title unlocked.

I have not been able to verify as yet the opposite however. Canthan characters ascending and doing the Attrib quests in tyria? any one get far enough along to check that yet? My instinct is it will not work... but I have not been able to prove that yet...

I assume they quest givers only give the quest out to people from their homeland. Simple enough.

Pretty sure they have thought about it and made the quests either not doable at all, or with different rewards.

Canthan Mission 1: Minister Cho's Estate.
To enter the mission location you must do the quest "A Formal Introduction".
This is unavailable to Tyrian characters (Togo says something about being a welcome guest but he is not allowed to train foreigners.)
15pt Quest 1: Lost Treasure, requires completion of Minister Cho's Estate.
Therefore unavailable to Tyrians.
Similar logic applies to 15pt quest 2.
No way for Tyrian's to get 230 points.
I've not tested it the other way, but one has to assume the reverse must be true, or Tyrian characters will get very unpopular very quickly.

I have tested a Canthan character in the Desert trying to get "Forgotten Knowledge" The quest is there, but the reward for 15 attribute points is missing. Everything else is the same.

Ive got a cantha made character and I think ive done the first attribute quest but I cant find the second one, you guys say Minister Cho's Estate but I dont seem to have any quests here
