I made a build basically against spellcasters which can be used in pvp but to some extent in pve in a group which doesn't have prejudices on non renewal nuker elementalists.
It uses water hexes (which I adore) and spinal shivers, it's quite energy heavy so I opted for dual attunement:

Water Magic 11 + 4
Energy Storage 10 + 1
Curses 10

Conjure Frost
Shard Storm
Ice Spikes
Deep Freeze
Spinal Shivers
Armor Of Mist
Water Attunement
Elemental Attunement

Weapon: Flint's Fleshcleaver or a + 20% ench staff



Conjure Frost is better than spamming ice spears due to the short range of the latter and to that we only need it to trigger the shivers while not casting other hexes

Ice Spikes, Deep Freeze, Shard Storm : our damage source, very heavy for what concerns Deep Freeze, but they should be used watching the mana bar to keep fuel for the shivers

Spinal Shivers: the wonderful anticaster spell, cast it after the 2 attunements and after the conjure frost ench and then pound that prot monk!


Armor Of Myst: a "service" spell if you need to run away from a warrior charging at you (cast shard storm on him before)

Attunements: since it's very energy heavy they are quite necessary. Water spells are very expensive in terms of mana and they'll burn it quickly otherwise

I tested it in pvp and it worked pretty good against not very experienced groups. For high end pvp you should rely on the help of a mesmer to protect your spells, especially shivers.
