I think it's in the ascalon foothills area (on the way to yaks..if i remember correctly)..you can't actually get to it...though, I'm sure you've noticed that.

Graggult's Keep = Frost Gate if i'm not mistaken.. or was the Grooble's Gulch.
From the looks of it he is standing in Anvil Rock outside Beacon's Perch.
Maybe Graggult's Keep is Beacon's Perch?
Perhaps graggult is the name of a stone summit as it is mentioned somewhere that beacons is controlled by the Summit.

Graggult's Keep Signpost from the pic is just north of Beacon's Perch.

I think it's one of those things the developers never fully completed. If you look at the area between the Deldrimor Bowl and Frost Gate - It seems like there is a wall that ran north south in the Shiverpeaks. Might have had something to do with that at one time.

its just a dwarven village, if you looked behind you theres a bunch of houses and some npcs. kinda like ascalon settlement
