I just spent about 200k on upgrades for halls.
Questions is... will they stay if we change our guild hall?

They will stay, Guild Hall services are attached to the Guild, not the Hall. So if you change Halls, you keep the services. I can't remember where I read it, either the interview on Gamespot, or the update on the GW website.
