There is a quest which requires (3?) capes no idea about the rest though

Just need 3 for the quest, they stop dropping after you complete the quest as well.

er, quick hijack - what are imperial commendations for? They are quest items (reward, actually) that stack.

It was hiralous doing this quest, 8 guildies, most of us have done it so the whole floor was littered with around 40 capes cause we didn't need no more than 3.

yeah it's a bit silly, they dropped as much as naga teeth did but you don't need 250 of them...

Kaineng Center. You might have to get the Searching for a Cure quest from one of those Imperial Agent guys first.
