PC on Rare Longbow 15 % dmg Always Req 10

Well i never saw a bow like this one not even on sells correct me if i'm wrong 15 always -1 health regen ? ... well PC for it give me a price range or if its worth to sell it.

As far as the +15% always mods, IMO, -10armor is the best, followed by -5 energy, and then this one in terms of desireability. But, I don't know, if this one is really rare, might go high for a collector. 15% of 28 is 4.2 dmg at max. Is that worth the 1 health degen?
