Is the Faction Reward NPC working for anyone?

I have capped 10k faction and I want to get some Amber. The Faction Reward NPC, however, is not functioning for me. Does anyone know how to get his cogs turning?

LOL... This is what I sent to customer support:

The NPCs and possibly town control are not working... I mean I see guilds with control but my guild has more faction than what is needed to control it and we still haven't gotten a town.

Just out of interest is the luxon one working?

Today i went to get amber from teh Kurzick one and he just stares at me no pop-up or anything.

The support team first sends out the canned response you got, simply reply to it, I usually act all pissy and tend to get a quick response thereafter

Well i have 10k luxon from the FPE and my guild is kurzick, not even the skill trainers talk to me, a priest even tried to kill me, but i cant spend the luxon factions as the NPC's are broke, so im stuck.
