How do you get to the alliance battles on a pvp char?

I have checked guild hall, but there is nothing there.

It says in the manual that Alliance battles are pve-only. I guess this is to tie all the Elite mission/border control business closer together, so you need to get a pve-character to the Alliance outposts.
