My baby assassin "Seth Rottencorpse" on his 1.5K Imperial (dyed silver). Hope it helps!
Materials for it are, like someone else said, 200 Tanned Hide and 32 Steel.

I'm finally in Cavalon, and will likely be buying luxon 1.5k female soon. The materials, I calculated, come out to ~77k if I can get all my Jadeite for 2.5k, which I saw a bit earlier. I sold my birthday gift (minipet siege turtle, god he was cool) for 100k and some ectos, so I can afford it, but obviously I'll be shopping around a while for the best prices on my limited budget.
That said, if nobody adds Luxon female 1.5k by tomorrow/the day after (depending how greedy I get with my cash >.>) you'll have a screen of mine.

My Imperial 15k Assassin All Black Armor!!! Great looking armor and very cheap to make compared to 15k Kurzick Armor.

For 1.5K ones, the blue part, the pieces connecting the chest plate and the back plate if that's what you mean by blue part. Check the picture in OP, the blue area.

Global, local etc. are terms that apply to +armor of course. You cant have local condition reduction or health, thats obvious enough. I dont need to explain this.

Phew! That was a big update! Sorry I haven't been as active, have had other things to take care of. We're almost finished though! Only armor we still need:

I haven't decided yet which way to go armour wise, but I've settled on this 1.5K combo in the meantime. Cantha chest and arms, Seitung leggings and boots, dyed purple. Cantha mask, but I prefer it hidden.
I like this setup quite a bit actually, and may forgo 15K completely
