Skill Purchasing for Chap1+2 owners...wtf

During the Headstart, I noticed that while I have unlocked all the non-elite skills for the mesmer class, I was still unable to purchase those skills that are part of Prophecies. I figured this would change once I added my retail key and merged the two; I was wrong. I still an unable to purchase any of the Prophecies skills I have unlocked with characters that start in Cantha.

So my question is, if you start in Cantha, do you have to wait until you can hop on a ship to Tyria to purchase Prophecies skills you have unlocked or what?

For people that are only sticking to the original Prophecies or are playing Factions only, will PvP players that have both chapters have a much deeper well of skills to roll up in the PvP side of the game?

Alternatively you can get a skills trainer service in the guild hall and ALL skills unlocked on both chapters show up for sell to new characters. So thi sis a very good servive for the Halls. Its your one stop shop so to speak. lol to bad you can't get the 80% Merchant discount you get from owning a town. lol Well I mean it is Our Hall after all. lol But that would lessen the prestiege of owning a town. so its understandable. How about a 50% discount instead? lol JK....

Wait, you get 80% discount for owning an town? Can't you buy stuff and sell it for infinite gold then? I thought most items sold for half the value the merchants buy for.
