I checked out the armor crafters in Lion's Arch, Droknar's Forge, and Marhan's Grotto, and they're only *half* updated - the shoes and the gloves no longer have -1 energy, but the attire and the gloves only give +4 energy.

Is it true that the new performer's armor gives +15 armor while using skills as opposed to spells?
