Yeah, each profession can now craft Starter Ascalon armor and also collector armor.
So if you for example you like the enchanter armor starts for the mesmer but want the sarter armor looks or even collector then you are able to.
The collector crafter is in the outside area of the Kaineng Center.
Should not be far from the exit that much.
