Strange Lag on Hero Screen?

When I bring up the hero screen and switch to the faction tab the game just freezes for like 5 seconds, everything but the mouse and happens every 30ish seconds until I close it. Also when I have it up my whole screen flickers a bunch. It's just mildly annoying but I was wondering if anyone else has the problem, knows whats causing it, or how to fix it.
